render it desirable that I should proceed
on a tour of inspection to the Northern Consulates, and such being

with the general instructions with which I have been furnished by Viscount Palmerston, I have the honor to acquaint Your Lordship that I embark this day,

It is my intention, if possible, to
return to Hongkong before the departure of next Mail, and during my
